Torbay Council's free home energy efficiency offer


Vulnerable residents in Torbay are to benefit from a fund that will be used to install energy efficiency measures in their homes.

Torbay Council has successfully obtained £524,000 from the Department of Energy and Climate Change.

The money will enable the council to assist vulnerable residents within the Bay by funding installing measures to improve the thermal comfort of properties, reduce carbon emissions and help reduce fuel bills. 

The Home Heating and Energy Efficiency Fund has been introduced by the council with the aim of providing improvements in an estimated 150 households, providing grants averaging £3,000 per property.

Measures identified could include work on insulation, windows and heating systems, amongst many other upgrades.

Working in conjunction with South Devon College, energy assessments will be carried out on applicants' properties and energy saving measures identified. 

It is also hoped that this may also stimulate further demand for further works that will be undertaken on people's homes under the Green Deal, which was launched on 28 January.

The Green Deal enables consumers to invest in loft and cavity wall insulation, lagging and other energy efficiency measures, at no upfront cost but by paying for the work through a levy on their bills.

The so called 'Golden Rule' has been created to protect consumers from higher energy bills by ensuring the Green Deal finance attached to the energy meter does not exceed the projected associated cost savings on an average energy bill for the duration of the Green Deal finance arrangement.

Deputy Mayor Cllr David Thomas, whose portfolio includes strategic responsibility for housing and energy, said: "This is a really exciting opportunity to help those most at need and make a real difference to the quality of life for individuals.

"It is hoped that we can make a real difference to those who need our help most and reduce their energy bills.

"It will also highlight future opportunity available under the Green Deal and what further assistance can be obtained in the future."

Applications are welcomed by owner-occupiers and landlords but certain criteria and conditions apply. 

The scheme is only in operation until the end of March due to tight government grant conditions, and all works must be completed by that date.
