The Torbay Strategic Partnership (TSP) acts as Torbay’s local strategic Partnership, working together to add value and achieve a better quality of life for the local community.

What is a Local Strategic Partnership (LSP)?

A Local Strategic Partnership (LSP) is a single body that:

  • Brings together at a local level the different parts of the public sector as well as the private, business, community and voluntary sectors so that different initiatives and services support each other and work together;
  • Is a non-statutory, non-executive organisation;
  • Operates at a level which enables strategic decisions to be taken and is close enough to individual neighbourhoods to allow action to be determined at community level.

What is Community Planning?

  • Creating a shared vision of community priorities
  • Process initiated by local councils. A multi-organisational, community based approach
  • Supported by key local groups and organisations along with local people
  • Driven by the Local Strategic Partnership (LSP)

Core tasks for an LSP

  • Prepare and implement a Community Strategy for the area
  • Bring together local plans, partnerships and initiatives
  • Work with local authorities that are developing a local public service agreement (PSA) to help devise and then meet suitable targets.

General Expectations

  • Involve local communities
  • Bring together public, private, community and voluntary sectors
  • Operate at a strategic level
  • Be effectively led
  • Work as a genuine partnership
  • Ensure community priorities are reflected in service delivery
  • Be accountable to local people

Torbay’s Community Plan

Torbay launched its new Community Plan on 7 June 2007, the plan has been developed and prepared by the Torbay Strategic Partnership on behalf of all the residents of Torbay. It outlines the partnership’s vision for Torbay over the next 20 years bringing together the views of residents as well as representatives from the business, community and voluntary sectors.

The plan aims to unlock Torbay’s potential and drive forward its economic prosperity to ensure prosperous communities with a higher quality of life and improved access to jobs. The vision ‘turning the tide’, is directed by four key themes Pride in the Bay, Stronger Communities, Learning and Skills for the Future and, underpinning it all, the New Economy. Brought together the plan focuses on community prosperity for all the people of the Bay.

Community Plan Refresh

The Community Plan is currently being refreshed to consider the impact of new issues that have emerged over the last 3 years.

Torbay Strategic Partnership hosted a forum on the 24th February engaging over 80 key partners in the refreshment of the Community forum on the 24th February engaging over 80 key partners in the refreshment of the Community Plan.  This event built on work already undertaken by the Strategic Commissioning Partnerships in reviewing the progress on the delivery of the Community Plan since its launch in June 2007, and considering the impact of new issues that have emerged in recent years.

In addition to the existing priorities within the Community Plan four new key challenges have been identified;

  • Developing our economy and recovering from the recession
  • Opportunities for older people and the challenges of providing services for an aging population
  • Climate change – reducing our carbon footprint and the increases risk of flooding
  • Improving quality of life for the least well off in our society, bringing communities together celebrating diversity and the contribution all can make to deliver our priorities.

At the forum a workshop session was undertaken to review the existing priorities and a consensus was reached. These priorities closely follow those identified in 2007 but with a change of emphasis to reflect progress made and new challenges identified.
