Mission Statement
TORCOM exists to provide a focal point for voluntary and community action and access to support structures for voluntary groups throughout Torbay
Membership
TORCOM is currently reviewing its’ membership criteria to ensure that we have a cross section of representative bodies within the Bay who are able to act as advocates within their area of knowledge
Aim of Programme
Overall aim is by 2014
To create a more effective third sector
All voluntary organisations will have access to high quality support that meets their needs
To strengthen the voluntary and community sector , increase its ability to create a better quality of life for individuals and communities
Our Objectives
This aim is underpinned by objectives
- To be a first point of contact at a strategic level for the Local Area Agreement and other economic and community based strategies and subsequent partner in those strategies
- To be a first point of contact for support, information and advice to the voluntary sector in Torbay
- Positions the sector to take advantage of any commissioning structures which local authorities may adopt
- works towards building a hub for volunteering in Torbay
- works towards building an Information Computer Technology (ICT) hub for the voluntary sector in Torbay
- promotes sustainability by achieving the volunteer stretch targets in the Local Area Agreement by January 2010

Delivering LAA stretch target re: volunteering
Raised the profile of volunteering – marketing campaign
Produced a VCS Strategy 2008 – 2014
Produced a VCS Business Plan 2008 – 2011
Represents the VCS on Torbay Strategic Partnership
Produced local Compact and Codes of practice
Supported InterFaith Forum to set up Youth InterFaith Forum
Challenges
1. For agencies to fully embrace the change agenda:
- Delivering more services in partnership with the voluntary sector
- Sustaining the voluntary sector through core funding
- Service Level agreements
2. For the voluntary sector to use the increased capacity:
- To provide efficient services in partnership with agencies
- Demonstrate business skills to negotiate agreements and deliver against service level agreements
3. For the Strategic Partnership to support evaluate and monitor progress
