The National and Local Programme

Supporting People is a Government programme that funds housing support services that help people live in the community as independently as possible. In Torbay, Supporting People is a partnership between Torbay Council, Devon and Cornwall Probation Service and Torbay Care Trust. Torbay Council receives a grant from Central Government to pay for support services such as sheltered housing, supported housing, homeless hostels, and floating support (support provided in people's own home).   Torbay has produced detailed definitions of what type and levels of support can be provided by a local Supporting People service:   Supporting People does not fund home care services such as bathing or administering medicine. These types of services are the responsibility of Social Care services. Supporting People also does not fund support that is not housing related.

The local programme is governed by the Commissioning Body and advised by the Core Strategy Group.
