Refreshed Local Torbay Compact - Consultation
The Torbay Compact - This agreement between statutory bodies and the voluntary and community sector in Torbay is being updated and rewritten. The new draft Torbay Compact is going out for consultation. The document sets out the terms for a working relationship between local government, NHS organisations, the police, fire service etc and the third sector; now with the change of government, becoming known as the civil society.
The Compact has existed nationally since 1998, and in Torbay, the first local Compact was drawn up in 2004. It is now being refreshed, taking many of the principles of a newly-drawn up national Compact. However, what local organisations think is of course paramount, so a 12-week consultation period is underway. Please take a little time to view the draft document, which was endorsed by the Torbay Strategic Partnership on May 27th.

Compact Refresh
On 16 December 2009, the refreshed national Compact document was launched. Developed following months of consultation, the new Compact is leaner, more focussed and reflects the changing operating environment for the partnership between government and the voluntary sector.

Compact Knowledge Bank
This new free to use online library will grow to hold all of the research and guidance relating to the Compact produced by the Compact Commission, together with a wide range of other information on partnership working between government and the third sector. www.thecompact.org.uk/knowledgebank
Torbay Local Compact - 2004
In 1998 the Government adopted a national compact, “Getting it Right Together”, this provided a framework to improve relationships between public and voluntary sector organisations.
National guidelines for good practice have also been formed to help implement the compact in everyday use. The compact recognises the value of all sectors and the importance of partnership working.
The government has made it clear that compacts at a local level are crucial to good governance and all local authorities have been asked to produce a compact by April 2004.
At the Torbay Strategic Partnership Conference held in November 2003 a multi agency group (Compact Working Group) was established to prepare a draft compact for Torbay, building on the Partnership Agreement between Torbay Council and the voluntary sector which was agreed in October 1999.
The Compact Working Group consisted of representatives from Devon and Cornwall Constabulary, South Devon Health Care Trust, Torbay Council, Torbay Primary Care Trust and Torbay’s Voluntary Sector.
The Torbay Local Compact was then adopted at a meeting of the Torbay Strategic Partnership on 21 September 2004. Organisations were asked to formally sign up to the Torbay Compact if they had not already done so and were requested to nominate a Champion from each organisation to work on the development of the protocols.
